War Crimes Tracker

Tracker · Last reviewed: 17 October 2026 · Next scheduled review: 17 November 2026

In brief. This tracker lists 44 accountability cases, investigations and documented allegations in 10 conflicts and countries: Afghanistan, DR Congo, Ethiopia, Iran, Israel / Palestine, Libya, Myanmar, Sudan, Syria and Ukraine. Each entry links to a primary source from a court or a UN investigative body. A UN finding or an arrest warrant is not a conviction. Everyone named who has not been convicted is presumed innocent.

What this tracker is

The War Crimes Tracker is a plain-language index of where the most serious international crimes are being investigated, charged or judged. It covers cases before the International Criminal Court (ICC), disputes between states at the International Court of Justice (ICJ), findings by UN commissions of inquiry and fact-finding missions, and selected national trials. It records what each body has done and when, in the words of that body as far as possible. It does not reach its own conclusions about guilt.

Use the filters to narrow the table by conflict, body or status, or search for a name or place. Select a column heading to sort. On a phone, scroll the table sideways.

How to read the status column

  • Allegation documented: a UN commission of inquiry or fact-finding mission has reported that violations or crimes occurred. These bodies are not courts. Their findings are serious and evidence-based, but they are not criminal convictions and they do not bind any court.
  • Under investigation: a prosecutor or investigative body is gathering evidence, or a request for an arrest warrant is pending before judges.
  • Warrant or charges: judges have issued an arrest warrant, or have confirmed charges, because they found “reasonable grounds to believe” (for a warrant) or “substantial grounds to believe” (for confirmed charges) that the person committed the crimes. That is not a finding of guilt. The ICC does not hold trials in a suspect’s absence.
  • Trial: a trial is under way.
  • Convicted: a court found the accused guilty beyond reasonable doubt. The note says whether appeals are pending.
  • Acquitted: a court found that guilt was not proven.
  • Pending ICJ: a case between states is open at the International Court of Justice and the Court has not ruled on the merits.
  • ICJ opinion delivered: the ICJ has given an advisory opinion. Advisory opinions set out the law for states and UN bodies; they do not decide individual guilt.
  • Closed: proceedings ended without a verdict, for example because charges were withdrawn or not confirmed, the suspect died, or the case was removed from the court’s list.

Key legal distinctions

  • Allegation is not a finding. “Alleged” means no court has ruled. A UN inquiry’s conclusion is a finding of that inquiry, not a judgment.
  • ICC versus ICJ. The ICC tries individuals for genocide, crimes against humanity, war crimes and aggression. The ICJ settles disputes between states and gives advisory opinions; it cannot convict anyone. See our explainer, ICC vs ICJ: what is the difference?.
  • IHL, IHRL and ICL. International humanitarian law (IHL) governs the conduct of armed conflict and binds all parties to it. International human rights law (IHRL) binds states at all times, in peace and in war. International criminal law (ICL) makes the gravest breaches of these rules crimes for which individuals can be prosecuted. Not every IHL violation is a war crime; serious violations are. See War crimes, crimes against humanity and genocide explained.

Methodology and limitations

Every entry comes from a primary source that we opened on or before the “Last verified” date: an ICC case or situation page or Prosecutor’s report, an ICJ case page, a UN investigative report, or a court’s own judgment or press release. We describe status in the source’s own terms and use “alleged” for anything not decided by a court. We do not include casualty figures in the table.

This tracker is not comprehensive. It focuses on current or recent conflicts and on international bodies, and it includes only a few national prosecutions. It does not yet cover, for example, the war crimes cases heard in Ukraine’s own courts. Some ICC warrants are issued under seal and cannot appear here until they are made public. Proceedings change quickly, so always check the linked source for the latest position. We review the whole table at least once a month; this version was last reviewed on 17 October 2026.

Spotted an error or an outdated status? Contact us with the entry, the correction and a link to a primary source. Our Corrections Policy and Methodology explain how we handle changes.
